Letter From CTE International Secretary General on Activities done across CTE Chapters
Namaskar! Greetings to all CTE Family Members from
New Delhi.
This is to appraise you that I am stationed at New
Delhi and will be leaving for Guwahati Tomorrow.
On many CTE meetings and NBMs I repeatedly stated
that we have 21 CTE state chapters in India but some chapters are not actively
working to undertake the noble mission of CTE. Instead of Quantitative
expansion we have to now work for Qualitative expansion and it depends how
actively we are associated with the noble cause of CTE .In the last NBM held at
Pune, a detailed discussion was made and strategies adopted for reorganizing
some chapters instead of opening new chapters in India. As a follow up action I
have come to Delhi to reorganize Delhi Chapter first and to start the official
process for appointment with concerned persons to submit Memorandum on IES.
Friends, I am happy to share with you that the CTE
Delhi chapter will be fully reorganized under the dynamic Leadership of Dr.
Anju Mehrotra, Principal ,Kalka Public School. Who in spite of administering a
number of Educational Institutions in and outside Delhi has actively come
forward to revitalize and reorganize DELHI Chapter. My interaction with Dr.
Anju made me feel strongly that under her leadership CTE will positively march
ahead & Delhi chapter will be launched as per Dr. Anju’s convenience after
Dewali, 2013.
I am happy to share with you again that West Bengal
chapter is in the process of total re organization under another dynamic
Principal Dr. Pradipta Kumar Mishra. I am in contact with him and guiding him
in this regard and reorganization will be made in September-October,2013.
A Goodwill mission team comprising top leaders of
CTE will visit CTE states like, Odhisa,
Jharkhand, Chattisgarh, Uttarakhand, Jammu& Kashmir, Lakshadweep, Uttar
Pradesh, Karnataka, Maharashtra Assam and Nagaland for activating and
reorganizing the chapter.
Friends, Now, the National Vice Presidents of 5
zones are accordingly:- East zone- Dr.
Pradipta Kumar Mishra, 2. West zone- Dr.
Shasi Wanjari 3. North zone- Dr.
Satinder Dhillon, 4. South zone- Dr. V M. Sasi Kumar and 5. North East zone-
Dr. Irom Gambhir Singh.
I am happy to state that CTE Journal which is
extremely high standard will be published
bi annually in July and January. Interested concerned has to subscribe the
journal by paying Rs. 1500/- for three years at a time and then continue the
process again after 3 years. If an author’s research based article is accepted
he/she will be informed and need to pay Rs. 1000/-( CTE Life Member) and Rs.
1200/-(non member) for publication. The Chair person/Secretary is requested to
send the draft of payment by subscribers to the Chief Editor in favor of ‘ CTE Journal”( Chief Editor’s contact

Dr. Nilima Bhagabati with Dr. Ushosi Guha has been
entrusted with the responsibility of National News letter publication which
will be Bi annual to be published in January & July. All current state news
to be mailed with photographs to Dr. N.Bhagabati & Dr. Ushosi Guha: nilimabhagabati@gmail.com uguha99@gmail.com. For the next issue to be on line, State Chair
person/Secretaries are requested to mail news as to reach by 15th.

A vibrant group from CTE Kerala will soon leave for
Singapore and Malaysia to present research based papers in International
Seminars and they will also put best efforts to explore possibilities to Launch
CTE Chapters in both the Countries.
Dr. Nilima Bhagabati is all in the process to launch
Thailand CTE Chapter within 2013. A goodwill mission will proceed to Thailand
in this regard for launching.
Indo-UK CTE chapter has been formed and we are being
invited to launch the chapter formally. This will be scheduled in 2014 early
part.
The Indo Nepal & Indo USA chapters are doing
well.
The 28th CTE annual conference &
International Seminar will be in Gondia, Maharashtra and 29th. CTE
annual Conf. & International Chapter will be in Kathmandu.
The Manipur Chapter is highly active now after
reorganization and so far, after reorganization conducted 3 constructive Workshops.
This chapter in Collaboration with Moreh College will organize National Seminar
in December end or first week of Jan’14. After receiving details, you all will
be informed. Moreh is located at Myanmar Border and you can visit a small town
called Tamu in Myanmar after Seminar and can do lots of Shopping in Moreh
famous market. Another great attraction in Moreh Conference will be the
presence of Olympic Bronze medal winner in Boxing MARY KOM.
Dr. D R Vij is not keeping well due to ailments
and for the time being till he recovers
fully, Dr. K M. Bhandarkar has been nominated as Working President.
Friends, I do understand that all of us are
professionals and have to take care of our personal and family life. May be
this is one of the reasons for which CTE works and activities are not addressed
by some state chapters. I also understand that everyone is busy in their own
fields, but if we can sacrifice at least half an hour everyday for the great
noble cause of CTE , it will be GREAT on your part and highly appreciable ,as
you know each drop of water makes an Ocean and to transform CTE into a vast
Ocean is our aim.. Pls. be in touch through mails/cell phone for retaining the
“WE FEELING IN OUR HEARTS & MINDS’. CTE Parivar is one and always united.

given and the trust you have on me to lead this Number one Professional
Organization having International status. Good wishes to all. May we all be

National Workshop on MUSIC THERAPY at Imphal
For the first time in the North eastern
region of India one day National Workshop was held under the banner of Council
for Teacher Education, Manipur Chapter in association with Yoga & Nature
cure Centre, Chamber hospital, Imphal on
21st. March’13 at Nature cure centre, Imphal.
With the lighting of ceremonial lamp in
the inaugural function by chief guest
Prof. L. Kunjeshori Devi of Manipur
University, Dr. T.Asha Sinha ,Chairperson of CTE Manipur Chapter welcomed
guests and honoured the Dignitories in the Manipuri traditional way. Prof.
Nilima Bhagabati of Gauhati University & Resource person of the Workshop,
Dr.Irom Gambhir Singh of Manipur University, Mahendra Patni, Preident of
Chamber hospital and Smt. Bimolata devi,successful woman entrepreneur of Manipur addressed the participants and the invited guests.
The first technical session was conducted
by Prof. Nilima Bhagabati who gave a lucid presentation & information on Music Therapy and how psycho-somatic disorders and various disorders of adolescents and children can be cured through music Therapy. She practically demonstrated
Omkar therapy and its impact on mental state of a person . Dr.Uday Chotai a Naturopathic practitioner from
Mumbai gave a presentation on maintaining good health and the impact of music in curing and preventing
certain diseases. Mrs. Jharna Vyas, a vocalist
from Mumbai beautifully presented
the concept of Indian Classical music and how the various ‘Raags’ of Classical
music heals patients as well as in
curbing various disorders amongst people
in this fast changing world. She gave
practical demonstration of the various Raags for healing patients and emotional
disorder of people in the society. Mrs. Jharna was accompanied in her vocal
presentation by S. Ram kumar Singh who is also an excellent vocalist of
Manipur.
Dr.T. Asha Sinha conducted the technical
sessions and offered vote of thanks. It was an wonderful experience for all
participants to be in the world of music for six hours and learing
about Music therapy in the
National Work shop.

Hat-trick of Crowns for CTE Kerala Chapter - Three Consecutive Years as Best CTE Chapter
The prestigious Best CTE Chapter award was bagged by the Kerala State chapter for the third time in succession at the 27th Annual Convention and International Conference held at Dibrugarh, Assam. Hon’ble Vice Chancellor of Dibrugarh University, Prof. K.K. Deka handed over the Trophy, donated in the memory of late B.N. Bhagabati by Dr. Nilima Bhagabati, to the Kerala Chapter on February 9, 2013, at the Valedictory Session of the International Seminar.
Moreover the Bipul Kalita Memorial rolling trophy was awarded to Kerala Chapter for organizing maximum number of Professional activities during 2012. The Trophy was donated by Mrs. Arati Kalita in memory of her late husband. The CTE President Dr. D.R. Vij, CTE Secy. Gen. Dr. Nilima Bhagabati and Hon’ble Vice Chancellor, DU, Dr. K.K. Deka jointly handed over the trophy to the CTE Kerala Chapter.

Report of International Seminar and 27th Annual Convention of CTE held at Dibrugarh, Assam

On behalf of Council for Teacher Education, I am pleased to inform all,
that the CTE 27th. Annual Conference and International Seminar held
on 7th.-9th. Feb’13 in Dibrugarh University, Assam and
organized by the Deptt. Of Education in collaboration with CTE Assam Chapter
concluded very successfully.
The Theme of the Conference ‘Inclusiveness and Qualitative Expansion in
Education: Issues and Challenges’ very relevantly chalked out and had a number
of sub themes, around 180 papers were presented in sixteen parallel sessions.
The Inaugural session on 7/2/13 commenced at 4.00 pm at Rang ghar
Auditorium was amazing. The entire Auditorium was tastefully and decently
decorated . Inaugural session was presided by the Hon’ble Vice Chancellor of
Dibrugarh University, Dr. K. K. Deka. The Chief Guest and Dignatories on Stage were
given Honour and felicitated in traditional Assamese culture. President CTE,
Secretary General CTE and National Coordinator CTE also felicitated the Chief
Guest, Hon’ble Vice Chancellor, DU and Key-note Speaker Dr. Krishna Kumar with
Assam’s silk chadar on behalf of CTE International. Nita Kalita Baruah,
President of the Organizing committee, International Conference and HoD Deptt. Of Education welcomed all Dignatories,
invited Guests, Delegates and Participants .
Sri Pradyut Bordoloi, Hon’ble Minister of Industries, Power etc, Govt of
Assam as Chief Guest of the Inaugural session lighted the ceremonial lamp and presented a scholarly
inaugural speech. The
International Secretary General
of CTE Dr. Nilima Bhagabati, delivered her presentation on CTE followed
Introductory note on J P Naik and
J P Naik Memorial lecture speaker Dr. Krishna Kumar by Dr. Dulumoni Goswami, Secretsry,
CTE Assam . The scholarly and indepth
Key note address & JP Naik Memorial Lecture was delivered by Internationally renowned Educationist Dr. Krishna Kumar of CIT , Delhi University.
The CTE Journal and CTE National News letter was released by International CTE
President Dr. D.R Vij, followed by his
short presentation on the releases made.
The CTE Kerela Chapter published News
letter, Souvenir, books which were also released by Hon’ble Vice chancellor, Dibrugarh Unversity,
Hon’ble Minister Sri Pradyut Bordoloi and International Secy. Gen CTE Dr. Nilima Bhagabati. The Vote of Thanks was
presented by Dr. Daisy Bora Talukdar, the Organizing Secretary of the CTE 27th.
CTE Annual conference and International
Seminar. One of the attraction of
the Inaugural Session was the High tea served with Assamese delicacies.
The Cultural Nite in the evening was inaugurated by Dr. Karabi Deka
Hazarika of Dibrugarh University followed by two hours Cultural programme.
Under the guidance of Pranjal Bura Gohain, Faculty member,Deptt. Of Education,
DU, a wonderful Dance drama was presented by the Students of Dibrugarh
University. Little Priyambada of Manipur presented Manipuri classical Dance based on Basanta rasa and enthralled all by her graceful performance. The CTE
Kerela chapter members presented beautifully solo songs and chorus. The Cultural Nite was winded
up by Bihu Dance presented by Students
of Dibrugarh University.
The 8th. Feb’13 morning
began with Gulab C. Chaurasia Memorial Lecture. Printed lecture was
distributed and was presented by National CTE Coordinator, Dr. SD Singh. From
10.00 am on 8th. Feb’13, Technical session were held in parallel sessions. The Technical session
Coordinators efficiently managed the technical sessions. Senior Professors of D
U and Senior CTE members chaired the
various sessions. All total on 8/2/13 twelve technical sessions were held.
The delicious Lunch on 8th. Feb’13 was hosted by Jayanta
Baruah of Pratidin News paper,Guwahati.
On 8th. Feb’13, two Panel
Discussions were held under the Chairmanship of Hon’ble Vice Chancellor.

Chairperson Dr. Prem Khatry.
The National Board Meeting of CTE and General Meeting , CTE ,were held in the Department of
Education, DU from 5.30 pm to 8.30 pm. Both the meetings were well conducted
and large number of members present. The busy day came to a close with Welcome Dinner hosted by
Organizing Committee.
The 9th. Feb’13 morning
began at 9.00 am with Dr. S. Pillai Memorial lecture presented by Dr.
Grace Annie Mathews of CTE Kerela Chapter. The session was chaired by Prof.
Nilima Bhagabati, CTE International Secretary General. Dr. Mathew’s presentation included exclusively the theme of the Seminar.
Immediately the last four technical sessions began and a large number of papers
were presented.
Felicitation programme started at 11.30 am, where, on behalf of CTE
(India ) President Dr. Dev Raj Vij and CTE Secy. Gen Nilima Bhagabati felicitated
Indo-Nepal Chair person Dr. Prem
khatry with Assam famous Silk Chadar . The Maharashtra Chapter CTE, felicitated Inter’nal Secy. Gen Dr Nilima Bhagabati, Dr. Nita Kalita Baruah
and Dr. Daisy Bora Talukdar and CTE Indo-UK Chair person Dr. Prem Khatry
was felicitated by Dr. Ushosi
Guha, Vice President of Maharashtra chapter. Dr. Prem Khatry felicitated
the Department of Education, Dibrugarh University with a beautiful memento and
the same was handed over to Dr. Daisy Bora Talukdar, Organizing Secretary,
International conference.
The concluding session started
at 12 Noon, presided by Hon’ble Vice Chancellor , Dibrugarh University, Dr.
K.K. Deka. Dr. Daisy Bora Talukdar
submitted a detailed report of the three days conference and followed by Technical session co coordinator ‘s presentation of reports of the respective sessions.
The main attraction of the concluding session was the CTE best chapters
award ceremony and three best
papers cash award. Before declaration of
CTE awards, little Priyambada of Manipur, who performed excellent classical
dance was introduced to all by Secretary
General CTE and declaration of presenting her appreciation certificate was
made.
As per selection committee’s
decision, best CTE chapter went
to Kerala chapter for the third time continuously and Hon’ble Vice Chancellor, DU handed over the
Trophy donated in the memory of late B.N. Bhagabati by Dr. Nilima
Bhagabati. The second CTE best Chapter award was received jointly
by Punjab and Maharashtra and the rolling trophy was handed to the two states
by Hon’ble Vice Chancellor, DU. The
trophy was donated by Dr. Satinder Dhillon in memory of her husband, KBS
Dhillon.
Bipul Kalita Memorial rolling
trophy was awarded to Kerala Chapter
for organizing maximum number of
Professional activities during 2012. The
Trophy was donated by Mrs. Arati Kalita in memory of her late husband. The CTE
President Dr. DR Vij, CTE Secy. Gen. Dr. Nilima Bhagabati and Hon’ble Vice
Chancellor, DU, Dr. KK Deka jointly handed over the trophy to representatives
of CTE Kerala Chapter.
The CTE Assam and Manipur Chapters
received special recognition for organizing activities and Appreciation Certificate to be given to these
two chapters by CTE National body.
Three best papers were
selected from the presentations made in
the sixteen parallel sessions. Nephew
of late Gulab. C.Chaurasia, Er. Mahendra
Chaurasia ‘s cash award was handed over
to the authors accordingly to the 1st. ,2nd.,and 3rd.
winners.
Special appreciation certificate would be presented to two authors by CTE National body and this was declared in
the session.
Secretary General CTE informed all present that 28th. CTE
Annual Conference and International Seminar will be in Maharashtra.
President of the concluding
session, Hon’ble Vice chancellor, Dr. KK. Deka presented the Presidential remarks followed by formal
vote of thanks by Dr. Nita Kalita Baruah. The President of the session declared
the closure of the 27th. CTE Annual conference and
International Seminar.
The three days mega event came to an end by singing the National anthem
by all.

THE KOLLAM DELCARATION
The
IQEE 2013 organizers and delegates in the plenary session of the 11th state
convention of Council for Teacher Education (CTE) Kerala State Centre resolve
to put forward the following recommendations as an outcome of the International
Seminar for immediate action from the Union and State Governments and
Universities in Kerala.
1.
Design and Implement a Kerala Model of Teacher Education (KMTE)
integrating the pedagogical–managerial principles of Competency Based Teacher
Behaviour with an increased course duration to evolve as a full-fledged
professional course both at the B.Ed. and M.Ed. level.
2.
Formulate a Kerala Teacher Education Policy (KTEP) to mould
a frame work of action in the field aiming innovation, quality and excellence.
3.
Appoint a working team with project officer to initiate the formation
of proposed Kerala State Teacher Education University (KSTEU) by the Hon.
Minister for Education. Govt. of Kerala in his inaugural speech in the
inaugural ceremony of the 26th National Convention of CTE at Thiruvananthapuram
on 5th January 2012.
4.
Establish of an Educational
Innovation and Research Council (EIRC) with autonomous status and financial
freedom in the mode of Institute of Education of University of London to
promote advanced interdisciplinary research in Pedagogical and Education
Science in the country.
5.
Permit all eligible Teachers from Self-financing Teacher
Education colleges to register for research leading to PhD in Universities in
Kerala.
6.
For enrolling of students at the B.Ed. level in the State make
sure that selection is made from a common list for all Teacher Education
Colleges and Institutes in the state irrespective of the sector difference like
Government, Aided, Self-financing colleges and University centers.
7.
Establish a State
Assessment and Accreditation Council (SAAC) for ensuring quality and
excellence in Teacher Education in Kerala.
8.
Provide professional Management Training Programme for
Principals of Teacher Education Colleges in the state to foster qualitative
management practices in Teacher Education Colleges.
9.
Establish a Trained Teachers
Bank using Students–Teachers in Kerala on completion of their course to
utilize as a special services force with allowance to serve in single teacher
schools , non-formal education centers, mass awareness initiatives of health
and environment related projects etc.
10.Reinstate of Indian
Education Service (IES) at the National Level and constitution of Kerala Education Service (KES) at the State
level.
